Strapless bras for the smaller bust use material covered with certain type of sticky cloth on the wings which are positioned under armpits to keep the bra stable and in place. The great news is that these type of strapless bras can be worn by a woman for up to five hours in one go and overall can last up to twenty five uses if properly taken care of. The only issue is that sticky wings under arms sometimes can be seen from outside if you wear tops without sleeves.
